Illinois Net Energy Metering (NEM) Changes Effective 01-01-2025

For all Illinoisians (customers of electric utility providers ComEd and Ameren), after January 1, 2025, all retail net metering must transition to the value-based compensation framework.
In short, Net Energy Metering (NEM) is the process measuring the difference between the energy supplied by a utility to a customer and the energy sent back to the utility (grid) from the customer’s self-generated electricity. In 2024, this is a “retail net metering” arrangement, meaning a customer with a solar energy system gets full “retail” credit for energy they send to the grid (including charges for supply, delivery, and taxes).
On and after January 1, 2025, the “value-based” compensation becomes effective, and delivery charges will not be included as part of the customer credits issued:
No longer 1:1 (Delivery charges no longer included in credit for energy fed to the grid from your solar energy system, and no control over future delivery cost escalation)
Energy credits do not expire (currently expire annually)
Energy credits stay with the home and are transferrable to any new owners
If you install a solar energy system in 2024, you are grandfathered into the existing NEM program, and get full “retail” credit for energy sent to the grid (including supply, delivery and taxes).
